White Slime On Silicone And On Top Of Water

I've been cycling my tank for 2 weeks now, and over the past few days I've noticed a sort of film over the surface which stopped the surface water moving.
Today I took most of it out with a pair of cut up old tights, and cleaned out my filter (which now means I have to restart my bloomin' cycle!). Then, I found it on the silicone at the corners, too. I just wiped that off with my fingers.
I'm wondering what this is? (I've put in 2 types of gravel-some slightly larger and a little sharper, then on top of that some smaller, rounded stuff. Some pieces of slate, a couple of rocks and 9 plants. All the gravel, slate and rocks were washed thoroughly before I put them in.) I WAS coming to the end of my cycle, and I was going to get some new fish tomorrow, yet because of my 'incident' with the filter, I can no longer do that.
Can anyone tell me what this strange stuff is and how I could stop it from coming back? Also, does anyone know if it's harmful to fish?

I remember hearing something recently about the plastics and etc companies are using these days gets this on it for the first few weeks, can't remember why though.

I'd just clean it off and continue as you were. Did you wash your filter media out in tap water?

Yeah I did. So stupid of me!
I've been told that it'd probably be best to redo my cycle now, so I put in some more bacteria and some lava rock from my biOrb. I know the lava rock isn't putting the bacteria directly into the filter, but it's worth a try to speed the cycle! :lol:

Yeah, well good luck with the cycling, and if the problem arrises again, we'll see if we can tackle it without disrupting your cycle :D
