White Slime on eyes and tips of fins

I don't know whether I have an infection (bacterial or viral) OR if there is no infection at all and the fish just does not like the water conditions. I checked the ammonia, nitrite, ph and hardness and they were ok.

The tank is about 3 weeks old as I am new to this fish game. The only fish that I currently have is a silver dollar (the sole survivor)...

Problem: the fish develop a white slimy mucus that hangs off the eyes and fins. Then they die except for one silver dollar.

About a week ago, I had a red devil, an oscar, a clown loach and two silver dollars. All the fish developed the aforementioned condition and died except for one silver dollar (my current fish). Then I waited for another 3 days for the water to settle and added 3 more silver dollars. Again they all died after developing the same condition and again the SAME silver dollar survived.

Now the sole surviving silver dollar has that slimy white mucus on it's eyes and I don't know what to do. Any ideas anyone? Has anyone had this problem before?

Help PLEASE.
