white fur on heater

Hey i have my betta in a tank about 14inches X 10inches by 12inches its pretty big for a betta....but he likes the swimming rooms.

i used to have bubbles to stimulate the surface but now i dont casue he hates it.

i change water once sometimes twice a week...but there is white furr or fuzz that is real really slimy to touch covering the black plastic suvtion caps and end cap on my heater..it appears after about 2 days after a water change. its also on the power cord running into the tank to the heater.

the fish seams happy but i hate this white stuff as when ever i touch it it flakes off everywhere and makes the tank filthy....

its real slimy to touch.

any help please???!?!? i am boggled... could it be due to the non moving water or something? and how do i get rid of it or stop it occuring?
