Hi, my daughter came in to me screaming earlier that 'Bubbles' is dying!

Tank size: 50l
pH:7.6
ammonia:0
nitrite:0
nitrate:10
kH:?
gH:?
tank temp: 78 degrees

Fish Symptoms (include full description including lesion, color, location, fish behavior): White fluffy looking growth on ventral fin....eating and swimming normally.

Volume and Frequency of water changes: 25% pw...with gravel vac

Chemical Additives or Media in your tank: None

Tank inhabitants: 1 male Betta

Recent additions to your tank (living or decoration): None

Exposure to chemicals: None

Digital photo (include if possible): Will try

I have done a 75% w/c....only meds available [in house], Melafix, Meth Blue and FungiStop [Tetra Medica] [says on box 'for cotton wool like growths'.

Any of these any good?

I agree, sounds like planaria. I had them once. They are always present in a tank, but thrive when there is ammonia present. So you need to work on water quality to get rid of them.
meth blue would work but will wipe out your filter bacteria. do you have a hospital tank?
fluffy cotton is a pretty vague discription which could be one of a few different things...have a look here and see if you can narrow it down:
