White Film Or Powder All Over Tank

I have a 55 gallon tank with a 3 inch Oscar and a two inch jack dempsey. Just today, I noticed there is a weird whitish growth all over the inside of the glass, mainly on the bottom (I went gravel free in this tank). The stuff is powdery, easy to wipe off of the heater cord, but requires some heavy duty scrubbing to remove it from the glass.
I performed a 50 percent wc immediately after seeing the stuff, and did scrub away as much as possible.
Unfortunately, my Oscar is showing signs of stress or illness, coinciding with the appearance of the white film. Nothing is visibly wrong with him, aside from his behavior - lethargic and sitting in the corner at a 45 degree angle.

The tank has a 400 gph filter, and was set up ten days ago. I have been doing 20 percent wc every other day.

Any idea what this might be?

If the media in the filter was brand new, you have jumped into a fish in cycle and need to establish a healthy bacterial colony in the filter... You pretty much will have high levels of ammonium, nitrates, nitrites and other elements and compounds from the fishes waste prodcuts. I would be doing 50% water changes twice a day and keep check on test samples until it has settles off. The growth of the "white powder stuff" will be some sort of bacterial, fungal maybes algal bloom from excessive nutrients.

If the media and filter is full cycled... i dont know sorry :)
