White film and Bubbles at surface?

I have a new 10 gallon tank that is pretty planted. I used cycled filter media so after letting it run for a couple hours, I added a betta, and he’s the only thing in there. Ammonia and nitrite are 0 and nitrate less than five. Tank has been up for a week now. The water has been quite cloudy and there’s a white film on the glass. Also, there are big bubbles on the surface of the water. They’re not bubble nests because they’re a lot bigger and spread out. I have some plant debris on the ground from planting, are they maybe decaying and causing bubbles? I’ve done two water changes already to try to get rid of the cloudiness so I’m hesitant to do another one unless necessary. I did rinse the sand thoroughly before putting in.
 
Film on the water surface is biofilm and is normal. Any bubbles from in the tank, from the fish, from the substrate are trapped in the biofilm.
The only concern with biofilm on the water surface is that it interferes with gas exchange and so its a good idea to have some flow to disturb the surface such as from the filter outlet or the bubbles from an airstone
