White Cloudy Water, Newly Cycled Tank

Hello, I'm getting rather annoyed with this, It's been cloudy for around 4 weeks.

When I first filled the tank the water was crystal clear for around 4 days, Since then its been cloudy, In the past week or so its gotten so cloudy that you cant see the filter if you look through the tank length ways.

Ive tested everything and its all fine and my fish seem fine too. I also have 12 day old fry and none have died since they were born (The ones I got into the breeding net)

When I look closely at the water I can see small particles. Someone on here said they turned their filter off overnight and it sorted it, I tried that and it didn't make any difference, From what i've found googling I inderstand its a bacterial bloom and it will calm down eventualy, But it's been over 4 weeks of cloudy water.

Ive tried 70% water change, Made it less cloudy but within a few days it was cloudy again.

Please help

Do you have any carbon in your filtering system..I use it regularly and always have very clear water...You didn't say if this is a new tank..if it is I had the same problem for a few weeks and then it went went away..One other thing, if this is a new tank and the gravel was not rinsed prior to putting it in the tank, that will cause cloudiness also...Hope this helps
