White Area On Fish, Not Ich

one of my silver tip tetras has suddenly become ill, it is hiding behind the filter tube most of the time but does come out now and again and is swimming normally. it has a white patch on its side, not ich. i have searched for both slime disease and fungus' but cant ind many pictures. the white patch isnt raised, and can only be seen when the light catches it. anyone got any experience with either of these?
water stats:
pH 6.4
ammonia 0
nitrites 0
nitrates 5
temp 24c

one new addition on saturday who is symptom free, no one else seems affected. no recent ammonia/nitrate spikes
 
White patches looking bleached out can be parasite to bacterial.
Any red edges to the patch, any signs of flicking and rubbing.
 
I also have a pleco with similar issues is there any form of treatment or should it just clear itself up. Mine did have a bit of red bit but now its just white
