Which To Go Where?

heres my problem, i have three tanks and a ton of fish, which do i put in which?
ill tell you what i have set up right now
29 gl.: 3lemon tetras, 1 glo-light, 1 pleco, 2 african dwarf frogs, 1 emperor tetra, 1 platie, 2 silver tip tetras, 3 zebra danios, 1 blind cave tetra
3 gal.: 5 tiny neons (temporarily, as in a day or two)
10 gal.: 1 betta (torn fins due to danios), 1 penguin tetra (i think he's sick)

i dont know which fish to put in which tank to create ideal communites, the betta obviously cannot be paired with the danios, as his fins were destroyed overnight, and the 3gl tank has no heater and a poor filtration system (it was given to me and has just been a hospital or temp. home for me)

any advice would be highly welcomed, thank you

I'd put the possibly sick p tetra into the 3 gal on his own, take the tiny neons and put those in you 29 gal and leave the beta on his own for now. You need to sort out your sick fish before you do anything else..
 
thanks, yes thats a good idea, but im thinking after i do get my poor penguin sorted out what i should do
