It will be the brightness.
Don't confuse the colour range 18k etc as power.
The brightness is the wattage kill one bulb see hot it works as mentioned I have tannins purposely to subdue the lighting levels

ok, i have two 40w bulbs in my light hood. one has a colour temperature of 18,000K (high in blue spectrum) and the other a colour temperature of 8,000K.
If the brightness of my tubes are too strong then i will need to get tube in the more greeny / yellow spectrum... maybe 6,000K and 5,500K?

As Shoc said don't confuse colour and power...Brightness is one thing (wattage) and colour temp is another (Kelvin)...I would say you just need to remove one of the two tubes you have, probably the 18,000K one so you have more normal lighting left over
 
ok so no need to buy tubes with less colour temperature (hope i got it right lol), if i was to have two tubes would tubes with a colour temperature of 6,000K and 5,500K work?

There are loads of variations of colour, I have a grolux which is very pink (not sure on K rating) and a 8o00K skywhite tube, combined they're quite nice, although I think I need to revisit since I have tannins in the water now and the yellow tint in the water just cry's out for an alternative set of tubes I think (not sure what yet though)

Do some online searches for advice on combining tube colours, I would link to a certain planted tanks forum but that would be against the rules
