What Will Be Happy In A 28l Tank

I'm getting a 28L tank for use as a hospital/quarantine tank but was curious as to what sort of fish people would keep in one of these tanks should it be their main tank?

I'm guessing small tetras?
 
I wouldnt put anything besides a beta in this. You could prob have a small group of tetras but they are so sensitive to changes in tank chemistry that in such a small tank like this, you can easily have an inbalance and all your fish can be dead over night
 
i've a slightly larger tank than that containing celestial pearl danios, amano shrimp, corydoras hastatus and a couple of ottos. it is intentionally heavily stocked though.

also have a slightly smaller one containing 1 male betta and some amano shrimp
 
I would not recommend tetras for it as most tetras are very sensitive to water parameters as already said. However, you have other options especially among the livebearers, such as guppies, platies, mollies, or a trio of some small danios.

Also try to use the different water layers as much as possible. So, don't put fish in that all occupy, let's say the middle layer, ot ensure they don't get into each other's way. As you can see from miss Wiggle's stocking, she has bottom layer (shrimp, corydoras and ottos), and the pearls occupy the mid and top layer of the tank.

It also depends upon your filter and lay-out. If it is heavily planted and has a strong filter, you can stock more fish once your tanks is mature. You can get to 1.5 cm of fish/liter provided that your filter has double the capacity for your tank size.
 
I had a 30 litre with a male Betta and a group of Corydoras (assuming the Betta gets on with them, which mine fortunately did), sand substrate which the Corys loved digging in, and frequent water changes.
