Try to have roughly 1 watt per litre of water.

I've also seen it recommended that as you move to bigger tanks you have 2 smaller heaters rather than one big one. This offers a fail safe in 2 ways, if one breaks and doesn't turn on then there's still some heating, also if one breaks and doesn't turn off then you only have half as much power trying to boil your fish!
