What the hell

In the UK it's the local trading standards office that deal with these sorts of false claims. They're pretty good at dealing with this sort of thing and have pretty wide powers to clamp down. First step would be to write to the company explaining why the ad should be withdrawn and threatening to report them to trading standards. The next step would be to actually do so.

(or recommend that they add a sound system and a mini-bar to the kit  )

Yeah.

Btw, have they made construction a priority yet?

I don't think you can sue them. Most of their claims can actualy be justified (more or less). If you look at their website, regardless of whether this is all true or not, they have mentioned their research and what they have apparently discovered. All they'd realy need to prove is this: "Because laser has good focusing, high brightness, and good monochromaticity, the water... after receiving radiation, demonstrated effective disinfection.". I have a feeling this is could (possibly, I don't know) be true. They can then use this to justify all their other claims (though the faster growing fins is one they'd struggle just a bit with :p). Granted they are twisting it a bit, but it would probably save them from a major fine or whatever. Besides, I'm pretty sure they made sure they had back-up, however illegitimate it may be, for their claims before they made them (unless they are completely stupid :p). Still a ridiculous product though!
