I've had my betta for about a month now. He ripped him fin the other day and it hasn't healed and I'm sure it won't very fast. But he won't flare it and I'm thinking its maybe because it hurts. He stil eats and acts normal no signs of infection and I moved him to a smaller place so I can heal him. What should I use I'll go buy it as soon as someone posts.

Don't move him to a smaller tank just for fin regrowth. That is entirely unnecessary and probably counter-productive. Just keep him in his normal tank and in his natural environment. He is not in any pain.

Now you say he "ripped" his fin off? What do you mean by that? Are you positive there is no finrot?

If it's just standard fin damage, it will grow back over time. You can get Bettafix or Melafix to help the regrowth process along. Melafix is just a stronger dose of Bettfix, so it is harder to dose correctly in smaller tanks.
