Do all live plants have the possibilty of snails being on them? If so is there a liquid I could dip the plants in before adding the plants into the tank so my tank won't be infested with snails?

You can dip your plants in a 1:19 ratio of pure bleach to water for 30 seconds. I prefer a 1:24 ratio myself as bleach kind of freaks me out. Then rinse the plants in heavily dechlorinated water. That should get rid of snails and their eggs.
Also, the growth might not be so strong, but I have done well with some Hygrophilia (sp) species in that wattage. Especially look for H. polysperma and H. diformis (Wisteria). A note on H. polysperma, it is a noxious weed in some states, so they may not carry it. In addition, Elodea (Anacharis) does well in that enviroment, though the growth will not be quite so lush. All these plants grow very quickly and are used to combat algae. Elodea even has supposed antibacterial properties that ward off the cursed BGA.

With that wattage, you would be alright with just a good bulb, with 6700k, and possibly an all purpose fertilizer. I personally have found my 10g to be my most stable system. Here is my 10g, which shows some of the species recommended to you by people here. It is my favorite tank and though the layout is not awe-inspiring, the plants are healthy and the fish seem pleased. It has a trio of croaking gouramis, rasbora brigittae, and prominently features anubias, h. polysperma, crytocrynes, and h. difformis. I have 2.8WPG, but I'm sure you could get away with your lighting and not have to add CO2. Sorry for the length, I hope this helps. Eat your peas, Durbkat!
