What Is Wrong With This Fish?

okay is she pregnant or sick, i dont get this fish stuff at all. here are some images as you can see she has all her fins down and she has been sitting at the buttom or floating at the top for 3 days now!!!
please let me know what is the problem!

I have noticed that many of the platy fish in my aquarium appear to have extremly tiny white dots on their tails and fins, what is this??

The white dots could be ick. As for the bloating, I think its swimbladder or dropsy.
