When a betta flares, it's usually a sign of aggression or showing off. Male bettas flare up to show off to females or to intimidate another male. They usually do it before they fight. Flaring isn't a bad thing, unless u have two bettas in the same tank flaring at each other which will usually lead to a fight.

It is good for them as it is a form of excersise and stretches out their fins but it shouldn't be done too often as it really stresses some bettas out
