loss of appetite.
he is in 2 gal tank and has only chlorine neutrelizer as additive
I want to get some medication for him, but need a dx first..

Sounds like columnaris to me, they can even flick and rub with columnaris, and they also can heavy breath with columnaris.
Where is the patch on the fish.
Whitespot look like grains of salt on the fish, but if left untreated in can look different.

To me it kinda looks like fur. My cory is sporting a fungus mustache right now and I have him in the hospital tank.
 
Sounds like columnaris to me, has the barbel shortend or thined out.
Maracyn one and two, seen as the fish is in a hospital tank you can use tetracycline but it will wipe the bacterial colony out in your filter if you use one in the hospital tank.
I would do some water changes on the main tank, good luck.
