What Can You Keep In A 28L ?

Hi ,i`ve got a 28l tank empty and wonder what i could keep in there ,don`t want to be cruel ,want to give them enough space ,was thinking of tetras and something on the bottom ,how many tetras would i be able to house?
 
What are the dimensions?

I imagine it would take 8 or so ruby tetras problems or any other species which generally stays at around 20 mm.
 
Thanks ,12inches in width ,12 high and 12 long ,what about neon tetra ,and what about a bottom dweller?
 
I wouldn't keep Neon Tetra's in a tank this size, any species from the Boraras genus would be fine, my favourite being Boraras briggitae, they're all similar looking species however, there's also Hyphessobrycon amandae, or Ember Tetra to give them their common name, very attractive fish, quite hardy.

As for bottom dwellers there are Shrimp, you could have Corydoras pygmaeus, C.hastatus or C.habrosus, they all stay at around an inch.
 
Cherry shrimp would be great, i've just set up a 19ltr fluval chi with Cherry's and looks fab!

I have sakuras and crs in my tank along side with 5 baby guppies and 4 oth small fish from the neon tetra family. Mines a 25l and all very happy!
 
I'd go corydoras habrosus with phoenix rasboras or endlers.
 
Endlers are good looking fish. Have you thought about the galaxy rasbora. A lovely looking fish.

Endlers are really pretty and small. I saw some stunny neon green rasboras which get to 3cm in my lfs yesterday. I sooo wanted them. They were a lovely bright green, so pretty.
