What are they up to?

I have two mollies, one black lyretail and one beautiful sailfin, who are both males. I had them in a tank with a female each of their kind and a male siamese fighter, but the males mated, the females gave birth then both died a few days later. Recently, my siamese died as well.

That left my two mollies in a 20 litre or 4.4 gallon tank by themselves. The black one follows the sailfin around with his nose to the sailfin's belly, and no matter how fast the sailfin swims he can't seem to get rid of him. I recently moved them both into a more heavily populated tank so I could put the thre remaining baby mollies I have left into my small tank, and he still seems to be doing it, and only to my molly. There are no other mollies in the new tank.

Why is he doing it? He doesn't seem to be causing any wounds, it just bugs me and the Sailfin.
 
I would suggest keeping them in the larger tank. a 4 gallon is nowehere big enough for a sailfin molly. Also try getting two more females.
 
Okay, I didn't realise they were male and females when I bought them, I didn't want babies! I only have two tanks, the tank they are in now has about 13 other fish, largest are moonlight gouramis and smallest are harlequin rasboras. It belongs to my ssiter, I'm sure she won't mind.
