What Are Some Good Tall Or Floating Low Light Plants?

I got some marbled hatchetfish for my 10 gallon a few days ago and they arent staying near the top like I think they should and I think it's because the top 3rd of the tank is almost totally bare of plants and decoration.

I have the standard 15 watt tube over it, I'll provide fertilizers and root tabs etc but the light is the problem.

What are some good tall or floating plants that I could add?
 
I have had luck with the floating plants Duckweed and Salvinia minima in a betta bowl under a poor desk lamp, though I think that Duckweed will grow anywhere. Egeria densa (anacharis, elodea) will grow pretty tall. I yanked a 3 foot stem from my 36g bowfront just the other day, and it does extremely well in low light. It can be used as either a floater or attached to the substrate.
