Hi there I have a 3ft planted tank and I have a skin that has formed on the surface of the water which has a green tinge is this algae?

Yes.
I concluded that I got it because there was a build up of organic waste in the filters that leached ammonia into the water column. Clean out the mulm in the filters, 50% water change and dose more ferts and Co2. Continue with the weekly water changes aswell. A slight current on the surface will help break it up but try not to disturb the surface too much otherwise that will drive off CO2.
