Watts Per Gallon In A New Tank?

Well I am going to upgrade my 10 gallon to a 20 gallon long and I was wondering how many watts per gallon is good for a softies like Xenia and Shroom and Buttons. I saw a thread that said something about this but I can't find it. Also I googled it and I got some varied answers.
 
Softies will do fine under PCs or a couple T5s in a 20L tank. A 20L is nice and shallow, so the light requirements for those corals are not very big. Refresh my memory, is a 20L 30" long?

Is 65 watts per 20 gallons long ok? Thats 3.3 watts per gallon. I'm not planning on keeping hard corals. Just easy stuff.

For simple softies (mushrooms, xenia, leather, softies) it'll be fine :)
