Many people who run a hose from their tap direct to tank will add dechlorinator to the whole tank, it's fine to do. You do need to add enough for the whole tank though, not just enough for the amount of water you're adding. The scientific reason escapes me now, but as long as you do that it'll be fine
Organic compounds in the tank utilize the dechlorinator, thus the reason to dose for the entire tank volume. I've been filling tanks with a hose for years, major back & time saver.
