so we're in the middle of a heat wave in vancouver and im not sure what to do about my little 3gallon betta tank. its at 85 degrees in his tank right now and its 11:15 at night... im scared to know what the temp is during the day while im at work... any tips to help keep it cool.., how high would it have to go to kill the poor fish

you could try simply putting a fan by the tank, ideally blowing at the surface of the water.
i would think your fish are at risk if the temp rises much more during the day, largely from the oxygen levels in the water.
the higher the water temp = the less oxygen it holds.
if you dont have one, i'd suggest adding an airstone to the tank
