Ok, I feel a little silly asking this ---- but I have to learn.

I have a Penguin 100 w/ bio-wheel running on a standard Top Fin 10 gallon aquarium. I noticed the flow coming out of the filter is much stronger than my other 10 gallon (that one has the standard Top Fin filter that came with the starter set). Should I be concerned? The tank will eventually be used for small fish like guppies.

Unfortunately no. I guess I'll just have to replace it and keep it for backup... not sure what else I can do. Actually, I'm not even sure if its bad. Just seems a little weird to me. I'll have to learn over time...

I usually judge the strength of current by the movement of the plants in my tank. If the plants move gently then the current is okay, but if they are obviously being bent or whipped around then obviously way too much current! Also take note of where the majority of the current is...for example, most of the current out of the higher flow filter on my tank goes across the surface and diffuses down the front glass. The fish like to play in it sometimes, and they still have plenty of lower current area to swim around in.
