Water Changes

It shouldn't hurt to wat a day or 2. What are your water parameters? As long a ammonia and nitrite are 0 and nitrate is below 80, you are fine to wait a while longer.
 
The utility might be doing water flushing in your area. When that happens, the sediment rises from the bottom and gets moved through the pipes. It should subside in a day or two.
 
don't add it to your tank for starters!!

if your tank is well maintained regularly then you should be ok to wait a few days, if your nitrate is above 80ppm you may want to get a nitrate reducer, i wouldnt advise using them regularly but as a one off it's cool.

secondly right the water company and fnd out what's going on, take a sample of the water as evidence just in case.
