Water Changes And Drought

I live in Georgia, US and we've been having a drought for some time now, to the point where we can't water anything outdoors. I am an avid stock market & investing junkie and an interview I heard recently struck a chord with me - a commodities analyst was predicting that as freshwater becomes more scarce (as we have been experiencing here - due to whatever you want to attribute - bad management, climate change, population explosion, etc,etc), the price of water is going to rise precipitously. I personally use about 110G per week for water changes. About 30G of that goes into plants I have in the house. The extra 400G or 500G of water is barely noticeable on on my water bill, but it seems likely that that will change.

I have been wondering - what long term options do fish keepers have for water changes, if the price of water were to go up dramatically? Would we have a closed-loop system with a pump pulling water out of the tank and into an RO filter, then back into the tank, or some variation of that? I think some parts of the world already have really high water prices - what do they do? Are aquariums relegated to the wealthy?
