It really depends on the species and even the individual damsel. I once had a blue devil that never hurt a single thing (or even looked at them funny).

A few weeks back I purchased an orange firefish and false percula to go with my other false perc. Seens as the colours of the firefish weren't too dissimilar to that of the false percula, I thought the damsel would leave it alone. When they were added to the tank, the damsel knew something was afoot. The false percs had doubled in number. The damsel came over to check out the clownfish and that was about it.

He didn't like the firefish though and immediately charged at him. He constantly did this too. It stressed the firefish so much that it must of jump out the tank and my dogs eaten it. Its not been seen in the tank since and I moved all the live rock.

I also added a green mandarin the other day. I was dubious as to the damsels reaction. It was quite funny to watch though as the damsel swam over to the mandarin and literally pimp slapped him in the face with his tail, haha. He did it 3 times then left it alone. It was almost as if he were saying... "This is my tank! Got that?? BEOTCH!!!!"

It is literally luck of the draw, but damsels as a species are aggressive little buggers by and large.
 
Wow. Interesting story. Ak77. Would anyone suggest a goby over a damsel to start out with?
