When adding sand to the tank, is it better to add sand first then water or water first then sand?

small amount of water, then the sand, then slowly (over an overturned bowl) add the rest of the water. Don't turn on the filter until ALL the dust hyas settled.
 
I made the mistake of telling a friend of mine to add the water first, fill the tank all the way up, then add the sand. Then someone said that he should have filled the tank not even halfway, then added the sand slowly. I really wish i had known this. I totally agree with nmcturner says.
 
Sorry I have another question. While reading the instructions I noticed It said to pre-soak and I was wondering is it neccessary to pre-soak or ist that the best thing to do?
 
adding small amounts of sand to a tank all ready full of water is fine, but all the sand at once........ i would put sand in first, then find the biggest bowl you got (no need to turn it upside down) and pour water into bowl gradually so that it trickles over the sides of the bowl into the sand and tank, i use a big pasta/salad bowl
 
well I'm already pre-soaking it now but thanks I have big bowls so I guess that's what I'll do. Thanks again. :D
