Or could I save 15 gallons (in the plastic) and keep the fish in there too? With the filter?
 
That would be much better, if possible. The more volume you can give them the better. Normal rules go out the window in emergencies, just common sense :)
 
Is it safe to put the heater in the plastic container or will it melt it?
 
Should be fine. Make sure its on suckers rather than just laying in there, if its touching the plastic, it MAY bow it.

Many keepers use huge storage boxes (the kind you would get from asda or walmart) to keep fish for several days, sometime weeks, while they recover from disasters, or just to rescape a tank.

Would recommend covering it to make them feel a bit safer.
 
Do I cover it with the normal lid?
