I totally agree. Just keep a mix of live bearers if the situation becomes too bad. I own budgies myself and even if I'm not in the USA I worry because say if one of my budgies die, the other would suffer because these are social birds. What makes cats and dogs so special?
They know that if they went after dogs and cats, they would be out of a job.
Make no mistake, they will eventually come for them too one their noose of control tightens, claiming Global Warming or some other lame excuse.

Agreed. All living animals deserve to be in good living conditions. I believe that before purchasing a pet, the customer needs to present a picture of the tank or cage(home for the pet) so that the specialist can decide whether it is suitable or not.
Or they could issue licenses to keep pets.

Excuse me kind bureaucrat, I'd like a license for my pet bee, Eric

Apart from humans. What I think a lot of people don't understand is that there was always global warming and there always be because the sun will expand closer and closer to Earth. Just humans are speeding it up.
It snowed in Texas last year. Yep, they blamed it on global warming.

Question @Byron , does this include rabbits and horses as well? I know a bunch of people that would be impacted if they were included.

I know nothing more about this than what is in post #1, as I have just tried to make hobbyists aware of this. But "mammals" would include horses and rabbits, but horses may get by as farm animals (?) but rabbits less likely. Rabbits are popular near Easter, and within a few months they are released into the wild when the purchasers get tired of them. This is one reason this sort of legislation gets support.

my aunt bought my grandmother a rabbit for her birthday once. she had to give it to the nature center because... lets just say it was very messy.
