Undersized OGF

I have aquired a 48*18*18 aquarium, into which I will be migrating my current 38*12*15 inhabitants. I will be doing a photo diary which will go into the photo section just because I like seeing other peoples and thought someone might like to see mine.

I have a plan, and it is as follows:

I will be using a Fluval 4 and a powerhead 4 as filtration. I know external might be better, but I'm not shelling out when I have adequate filtration by other means.

I am also aware of the downsides of UGFs, but frankly having used them for 15 years I'm not worried about the down sides of them. I am having trouble getting hold of a 48*18 UGF panel though. I have been messed about for the last fortnight with places promising and failing to get them in, and I'm hungry to get going now. I have sourced a 48*12 and am thinking it's fine just to whack that in. My question(s) is (are) this (these):

Is there any danger of the 6" strip of gravel which is not on directly over the panel becoming a haven for harmful bacteria as in aquariums with no UGF (and would I need to stir it, which I am not keen on because I'm likely to plant fairly heavily)? Would I be best putting the panel at the front of the tank with the powerhead towards the rear (to maximise the suction on the section with no panel), at the back with the powerhead right at the back (to make stiring the affected region easy), or in the middle with 3" either side (to localise and seperate the areas with little or no flow)?

Or am I being pedantic and asking stupid questions?

Im pretty sure if your going to be planting heavy you DO NOT want an under gravel filter.
 
Yeah I know that plants don't really like their roots being sucked in, but it won't kill them IME. I don't mean HEAVY planting, just like 6 or 8 Amazons dotted around, but enough to not want to go digging the floor up every week. What do people who don't have UGFs but do have plants do out of interest?
