Ulcers On My Freshwater Angel

I have been trying to figure out what is wrong with my fish. One has an open Ulcer and larger white bumps, which I thought might be a form of Ick. I treated for Ick, but with no success. I make weekly water changes of about 20%. I run checks on Ph, which almost always runs about 7.0. Everything else is well balanced. It is something I have not seen before. It has two small red dots in the middle. I have also tried a tetracycline. Does not seem to have any living things on the fish. I do not know if the photo will help, but I tried. Can someone help me?

Has the ulcer turned into a hole as it looks nasty.
The lumps with a red centre is also bacterial.
Can we take a look at your water stats in ammonia, nitrite, nitrate, and ph.
