Uhh... Filtering Problems?

The other day I was at our local pet supply shop, which sells a few kinds of fish. Well, I was looking at the goldfish tank and was so disgusted. They had a filter, and around it, actually being sucked into it were a ton of dead goldfish. It looked like the filter atracted them and then caused them to basically be vaccuumed into it. Is this normal? Most of the goldfish in there were dead, although I'm not suprised at this. It's just that the filter absolutely disgusts me and I want to know if this is a common problem. Thanks.
 
Unlikely that the filter would have killed the goldfish, I'd say. They would have been either dying or dead from some other cause before the filter could suck them in. By which time somebody ought to have removed them from the tank.
