Turnover - Flow

looking at buying powerheads on monday and i just thought of a rather daft question. Say i want 20x turnover, is that 20x turnover of the volume of the display tank or the whole system?
Im using tank and sump of the same size so it would be double if it was the complete volume, which i could see being like a whirlpool if it was this way.
