Fin rot is a symptom and is caused by poor water quality that allows harmful bacteria and fungus into the damage tissue. If there is a water quality issue (ammonia, nitrite, wrong pH) then all the fish can develop it. However, some fish get it more than others, depending on how physically strong they are and how capable they are of tolerating whatever is causing the water issue.
If the water is suitable for tetras but not guppies, then the guppies will be the first to get it. Same goes the other way, if the water is not suitable for tetras but is great for guppies, the tetras might get it.
If a fish is new it will be stressed and more likely to get a disease within the first few weeks of being added to the tank. Fish can have diseases at the pet shop and not show symptoms until 1 or 2 days later. This is where a quarantine tank comes in handy and all new fish can spend a month in quarantine before being added to the main display tank.
