Trimming plants

Ive currently got an apontegon crispus and a tiger lotus that have grow to the surface and are starting to take up too much space. How and where should i cut them? My guess is at the bulb but thats just my instinct.
 
Ok another thing, there are several roots growing out of the substrate, is it alright to cut this also?

I always trim mine as low as i can....but i get really strange looks and questions from people who look into my tank :p
