To Fert Or Not To Fert

Some may remember that I had a ammonia and nitrite spike, of which George advise not to fert until the filter was sorted(cheers George),which I haven't. Now the nitrite is zero and the ammonia is 0.1 maybe 0.2. The problem is that phosphate is also zero and the nitrate is 1 max.
I've had an algae problem too. Brown which I clean most of it up and believe it's going. Hair on the java moss, which I might dumped and start again. And a fair bit of fuzz algae on a few plants.
I'm not sure if i should fertilise a bit of nitrate and phosphate or not? My lighting 2.2 wpg and my co2 is 30ppm.
Any help and guidance would be gratefully received.

Would have thought it would be safe to fert - you're plants (other than the algae) must be looking a little yellow right now, but then I'm certainly no expert so you'd better wait for George to get back, god of all things planted that he is.
