 Do any typ of Watchman Goby/Tiger Pistol Shrimp team up? 
 
 Can I keep a reef lobster and a dwarf angle with them?

I am not sure whether there are species combinations that will never pair. However, even for species that are known to pair, if added separately it is not guaranteed that the two animals will form a relationship.

I'm not sure about the dwarf angel (I would think yes though, since they would occupy different niches), but I wouldn't add the reef lobster. Aside from the fact that reef lobsters are often reported to eat typical CUC inverts, reef lobster would be another burrowing animal that would compete with the goby and pistol for good territories. Even though 48gal is pretty big compared to the animals, I would worry about an eventual lobster/pistol fight.
