Thin Layer Of Algae

HI All

I seem to have a very thin layer of some sort of algae growing on the top of the water in the small tank. It seems to be worse when the plants are coming out of the water.

Any Ideas, what it is and how to stop it.

NOt really a problem as I have no other algae. I think its probably restricting plant growth when it appears after a week after a water change.

Its strange it breaks up very easily when you put you hand in and swirl it around and then rejoins after a bit.
I have not seen anything on the internet like it.
 
I get it now and then especially when the filter is due a clean. Once the flow drops off and the surface agitation stops i get a surface scum form. I don't think is an algae but a build up of oils or proteins from food and such.
try uping the surface agitation a bit.
 
Cheers will do, the filter outlet is pointing down, so theres not much surface agitation but will point it up slightly.
