The Steps

so i just cleaned out all my gravel before putting it in my new tank, whats the next step, do i put water in it or my plants and cover first?
how do i get the water in without disturbing the gravel and plants?
and how is it ok to add plants and deceration in the aqaurium overtime with fish in it?

What I normally practise is I will put in the gravel then water, follow by planting then stocking with fish.
