Your - ownership, single, possessive adjective
You're - you are
Bad Spelling - 'If your new to tropical fish forums introduce yourself here. '

I see this everywhere, on printed stickers for sale, public billboards. It drives me bonkers and yes, i know im picky.

I think it is actually correct the way it is, unless it has been corrected already. The first 'you're' is correct .. 'if you are new...'
The second 'yourself' is also correct as it is singular.

Has it been corrected already?
