Tetras With Fin Rot?

My three tetras have some weird looking damage to their lower fins. Not sure what the fin is called, and as they won't stay still I can't get a photo. However, I've tried to draw the damage on to a photo I found online for you to take a look at.

I think it could be fin rot because some of it is white and some of the fin is missing. The reason I am doubting this disgnosis is because it isn't cottony or rotted looking. It looks as though they have been nipping each other, and as they like to chase each other about that would seem to fit.

Tank = 14 litres. Cycling 110 litre tank which will be their new home (assuming they don't die on me)
Tank mate = betta. Very passive, no aggression towards tetras. The tetras terrorize each other but leave Osiris alone. Oh, and some snails that came in on the plants.
Plants = three live. Not sure what they are.
Temp = 26 degrees celsius
pH = 7.2 (I kow not idea for tetras)
Ammonia = 0
Nitrite = 0
Nitrate = 10

I've put some API fungal/fin rot med in the tank.

'Tetra 1' shows strange white lines along the front of that lower fin. Not rotting or cottony though, and fin is intact.

'Tetra 2' shows a damaged fin, with the lower part missing and the same white colouring along the damage line. This was the first tetra to be affected and he (she?) went from a good, untact fin to how he (she?) is now overnight, which contributed to me thinking it might be nipping. No gradual decline.

'Tetra 3' shows a largely inact fin with some raggedness along the bottom and some black 'bruising' (or something) on the fin. This was the last one to be affected and it doesn't have the whiteness the others have.

How many tetra's are in the 14 litre.
White on fisn can also be calcuim deposits.
The fish might be nipping as the tanks to small.
 
Just the three in there.

I know it's the tank is too small but as long as it isn't some kind of infection/disease, I'm not going to panic too much. They'll be moved as soon as my 110l is cycled.
 
Any signs of
Flicking and rubbing, excess mucas, darting, erratic swimming, laboured breathing.
