Tetra With Fat Lip

I have a tetra that got popeye about 10 days ago. I started her in a 10 gl qt tank with tetracyline. It was suggested to me to stop the teracyline and start epsom salt. So I started that about 5 days ago. I've been doing 25% water changes ever 3 days, ammonia 0, nitrites 0, nitrates 10, PH 7.8. She's eating fine and active but this morning I notice her bottom lip is swollen and it's so heavy that her mouth stays open alittle bit. I've never seen or heard about this before so I'm not sure if I should stop the epsom salt and go back to the tetracyline or if this is something else that needs a different kink of treatment. I'm really looking for any kind of help that can get me on the right direction, anything, please.

Issolate her and get going with the tetracycline again, popeye is closely related to dropsy because of the build up of fluids.
