Tetra Acting Strange

Hi can someone tell me why my tetras are acting weird? At the moment i have changed tanks, ammonia is 0.25 and falling other stats will be checked this weekend. I have 3 tetras, don't want to buy any more until tank has cycled properly. Anyway, one minute they are swimming around happily together then they split up and one goes to the front of the tank at the bottom, one goes to the back of the tank and the other keep going up to both of them and seems like he is trying to start a fight and they end up doing a kind of 'dance' together, not touching but swimming really close very fast!! Next minute they are back together. Maybe its because there's only 3 and they prefer to live in bigger groups?? Any ideas?
 
What type of tetra's are they as they are very senstive to water quality, are they laboured breathing.
 
Hi they are neon tetras, and no they are not breathing funny and their colour is lovely not faded or anything. They feed well and swim ok when they're together. Its just this other strange behaviour that is weird. I have 4 platys and 1 peppered cat and when the tetras start 'dancing' the platys watch them. :S
 
They do prefer to be in bigger shoals but i wouldn't add anymore till the tank has cycled, not sure about the dancing never seen mine do that when I had them.
