It means that your tank is still cycling. Do you currently have fish in it or are you doing a fishless cycle? If you're doing a fishless cycle, it means you are progressing.

If you have fish, you need to be doing daily water changes of 30 to 50 percent. You really need to get tha ammonia reading under .5. It (along with nitrite) should optimally be at 0 but during cycling, that is impossible. What size tank do you have and what fish do you have in it?
 
its a 22 uk gal

4 platies
11 tetra
1 angel fish
2 opaline gourami
2 dwarf gourami
2 cories
1 3 inch plec (soon to be moved into a 55 i bought thismorning)


i have been doing 20% water changes every 4 days but will do 50 every day now to get the levels down
 
That's an extremely large quantity of fish for a 26 gallon(US) cycling tank, even an established tank as that equates to about 48" of adult fish, not counting the pleco so you are severly overstock. Did you just add more fish which caused the rise in ammonia or is it a new tank that you just started with that many fish? Until you are able to move some fish into your 55 gallon (the ones you have in this tank would be about a perfect stocking list for it), you will probably continue to have a problem with ammonia and nitrites.
