Temperature Worries.

Because of the fish that are going to be in my tank, it needs to be a exactly degrees 24 C, but the temperature keeps changing because of the lights being on and off.

So what is the best temperature to set the heater too, is it better to set it when the lights are on or off, to be a bit lower or higher?

The thermostat in the heater should cycle the heater on & off to compensate for the heat that the lights produce. What species are we talking about that need the temperature to be so precise?
