I was told that the temperature of the tank should be about 26 degrees celcius and for about 2 weeks it was at this temperature but then jus the other day it suddenly dropped to about 23 degrees so i turned my heater up and then it went to 28 degrees so i turned it back down and i cant seem to get it back to 26 what can i do???

Open your hood :) Sounds like you might have a malfunctioning heater (or at least a sketchy one), what brand and how old is it?

No idea we bought the kit second hand off the internet its like a short black pole that fits into the filter and had a dial on the top but the dial doesnt tell you what temp each bit will put the water to. Also theres a problem with opening my hood i have a cat! and she seems to have taken a liking to the fish.

Thats a cheapie. You're gonna want to invest in something thats not going to break and kill everything in your tank. How big is the tank?

Huh, never heard of a size like that... I'd suggest around a 200watt heater for that tank size. Get a submersible thats not bottom of the barrel price. Pretty sure some of the UK guys on here have some favorites that are easily available :)
