Tank Set Up - Improve Plants

I have my tank set up and some plants which are doing very well, however want to add some front plants like a low level grass, which is small about the size of a grade one hair cut. However I only have sand as my base, what is the best way to add an adittional substrate to the snad what would you use? Adn what plant is small enough to fit above decription? Thanks in advance.

I suggest using some medium sized rounded gravel depending on the fish you have in there and maybe for plants some kinds like small java blades or anubia nana?

Both those plants are far to big;

I'm looking for grass basically to create a covering on the ground. small as.
I only have sand at the moment, is there a fert substrate I should use? and how would I add it, since the tank is set up? thanks.

Try a moss or riccia carpet. Not sure what a grade 1 hair cut is like, but I wouldn't expect those two to grow too tall.
 
I think what I should of said is a carpet plant, somthing that creates a carpet effect, not a moss though. And what about the substrate?
 
Can I make the question simplified then, I have plants, I only have silica/silver sand as substrate, some plants are doing well, others not. Liquid Fert not doing much to aide, what can I do? without having to take tank apart and get fish out etc? thanks.
